Why Get Residency?
Thousands of North Americans and Europeans live in Costa Rica as tourists — hopping the border every 90 days to reset their visa. It's legal, but it's also inconvenient, uncertain, and limits what you can do here.
Legal residency changes everything. You can come and go freely, enroll in the public health care system, open a business, own a bank account, and live here without counting days. Most importantly, you have a clear legal status — which matters enormously if you're planning to stay long-term.
Costa Rica offers several residency categories, each designed for a different type of applicant. Below is a breakdown of the most common paths, who they're for, what they require, and what you get.

Pensionado
Best for retirees with a pension
Requirements
- Minimum monthly pension income of $1,000 USD from a recognized source (Social Security, government pension, private pension, etc.)
- Proof of pension via official letter from the paying institution
- The $1,000 minimum applies regardless of the number of dependents added
- Pension must be permanent and ongoing
Benefits
- Import one tax-free vehicle every 5 years
- Import household goods tax-free (one-time)
- 20% discount on utilities
- 50% discount on entertainment (movies, sporting events, etc.)
- 25% discount on domestic flights and bus fares
- 15% discount on hospital bills
- Allows you to add spouse and dependents under 25
- Work and run a business in Costa Rica — illegal to prohibit
- Path to permanent residency after 3 years, and citizenship after 5 more
Rentista
Best for passive income earners
Requirements
- Minimum $2,500 USD per month in certified passive income
- Income must come from a foreign source (investments, rental income, annuities, trusts, etc.)
- Alternatively: deposit $60,000 USD in a Costa Rican bank for 5 years (bank guarantees the monthly payout)
- Income must be verifiable and stable
Benefits
- All the same import and discount benefits as Pensionado
- Add spouse and dependents under 25
- Right to work and operate a business
- Path to permanent residency after 3 years, then citizenship
Inversionista
Best for those making a significant investment
Requirements
- Minimum investment of $150,000 USD in Costa Rica (real estate, a business, or other approved categories)
- Investment must be active and maintained
- Real estate must be registered in your name
- Some investment categories (agriculture, tourism, reforestation) may have lower thresholds
Benefits
- All the same import and discount benefits as Pensionado and Rentista
- Add spouse and dependents
- Right to work and operate a business
- Path to permanent residency and citizenship
Marriage to a Costa Rican Citizen
For spouses of Costa Rican nationals
Requirements
- Valid legal marriage to a Costa Rican citizen
- Marriage certificate must be officially registered
- No minimum income requirement
- Must maintain the marriage
Benefits
- One of the fastest paths to permanent residency — can apply immediately rather than waiting 3 years
- No income threshold
- Full work and business rights
- Path to citizenship in as few as 3 years of residency
- Dependents can be added
Immediate Family of a Costa Rican
For children or parents of Costa Rican citizens
Requirements
- Be the minor child (under 18) of a Costa Rican citizen, OR
- Be the parent of a Costa Rican citizen, OR
- Other immediate family relationships recognized under Costa Rican law
- Proof of the family relationship (birth certificates, etc.)

- Expedited residency process
- No income requirement
- Work and business rights
- Strong path to citizenship
Benefits That Apply to All Residents
Regardless of which category you qualify under, these benefits come with any legal residency status.
CAJA Access
Once you have residency, you can enroll in Costa Rica's national health care system (CAJA) — one of the best public healthcare systems in Latin America — for a low monthly contribution.
No Tax on Foreign Income
Costa Rica taxes only income earned within Costa Rica. Your foreign pension, investments, or remote work income is not subject to Costa Rican income tax.
Right to Own Property
Residents and non-residents alike can own property in Costa Rica. Residency doesn't change this right, but it makes your life here significantly easier.
Multiple Entry / Extended Stays
As a resident, you can come and go freely without the 90-day tourist visa limitation. There's a requirement to visit at least once per year to maintain residency.
Path to Citizenship
Most residency categories lead to permanent residency after 3 years and citizenship eligibility after a further 5 years (or sooner in some family-based categories).
Right to Work
All legal residents have the right to work and run a business in Costa Rica — this cannot be restricted regardless of residency category.
How to Choose the Right Category
The right category depends almost entirely on your income source and life situation. Here's the simplest decision guide:
Do you have a pension of $1,000+/month?
→ Pensionado — straightforward and the most popular path.
Do you have passive income of $2,500+/month (or $60k to deposit)?
→ Rentista — perfect for investors, landlords, or early retirees.
Are you investing $150,000+ in Costa Rica (property, business)?
→ Inversionista — your investment can qualify you for residency.
Are you married to a Costa Rican citizen?
→ Marriage residency — fastest timeline, no income requirement.
Are you the parent or child of a Costa Rican citizen?
→ Immediate family residency — strong rights, no income requirement.
Don't overthink it — if you qualify for more than one category, your attorney will help you pick the cleanest path based on your documentation and timeline goals.
What the Application Process Looks Like
The residency process in Costa Rica is handled through DGME (Dirección General de Migración y Extranjería). Here's a general overview:
Hire a Costa Rican Immigration Attorney
This is not optional — the process involves authenticated documents, sworn translations, and in-person appointments at DGME. An attorney handles all of this.
Gather Your Documents
Depending on your category: birth certificate, police clearance from your home country, proof of income, marriage certificate (if applicable). All must be apostilled and translated.
Submit Your Application
Your attorney submits your application packet to DGME. You receive a temporary cedula (ID card) that allows you to legally reside in Costa Rica while your application is processed.
Wait for Approval
Processing times vary — typically 6 to 18 months. During this time your temporary cedula is valid and renewable. You can live normally in Costa Rica.
Receive Your Cedula de Residencia
Once approved, you receive your official residency card. It must be renewed periodically and you must visit Costa Rica at least once per year to maintain residency.
